Komarudin WatubuN From Money Politics to Government Regulation in Lieu of Law on Community Organization (Perppu Ormas
Komarudin Watubun is a member of the DPR RI 2014-2019 and 2019-2024 (two terms) from Papua from the PDIP. Komarudin, who started his political career by becoming the chairman of the Jayapura DPRD (1999-2004) and a member of the Papuan DPRD (2004-2009), once registered as a candidate for governor of the 2018 Maluku elections to PDIP but was not nominated.
Komarudin, who serves in Commission II, also spoke about the polemic on the ban on former corruption convicts from being candidates for legislative members in the 2019 election. According to him, the ban initiated by the General Elections Commission (KPU) was unreasonable. Money Politics is the Party’s Fault
The rise of money politics in the regional head election (Pilkada) has made a number of members of the Indonesian House of Representatives (DPR) to toss back the election discourse by the DPRD. In response to this, Komarudin Watubun considered that there needs to be an in-depth evaluation and initial study. According to this member of Commission II, money politics is not directly correlated with the regional head election method. He considered that money politics was due to the fault of political parties. To eradicate it, the party must conduct good recruitment so that the cadres nominated are qualified.
Factions who are Against the Perppu Ormas
Not only in the public eye, the pros and cons of the Perppu on Community Organizations (Ormas), which has caused quite a stir, were also internal to the DPR. Regarding this matter, Komarudin Watubun regretted the attitude of the PAN, PKS, and Gerindra factions who rejected the Perppu Ormas being passed into law. He considered that the faction that rejected it only wanted to attract the attention of mass organizations that rejected the Perppu. According to him, the President’s decision to issue a Perppu on Ormas is to save the state ideology of Pancasila and the 1945 Constitution.
Calling Unreasonable the Prohibition of Former Corruption Convicts from Being Candidate
The KPU’s idea to ban former convicts of corruption cases from being registered in the 2019 Legislative Elections was opposed by a number of council members. Komarudin Watubun believes that the ban is unreasonable. According to him, corruption can be done by anyone. Former corruption convicts will not necessarily commit corruption again.
Komarudin also stated that legally, the former convict is not prohibited from running for office. This member of Commission II quoted the 2016 Constitutional Court Decision regarding the judicial review of Law no. 10 of 2016 concerning Pilkada. In the decision, former convicts are not prohibited, but are required to honestly and openly announce that they are former convicts. However, the Constitutional Court’s decision in question relates to the Pilkada Law, not Law no. 7 of 2017 concerning Elections.
Calling Arteria Dahlan Regarding the Sundanese Language Incident As one of the Chairpersons of the PDIP DPP, Komarudin Watubun together with the Secretary General of the PDIP DPP Hasto Kristiyanto recently summoned Member of Commission III of the Indonesian House of Representatives Arteria Dahlan regarding the incident of prohibiting the use of Sundanese to a Chief Prosecutor (Kajati) and asked that the Kajati be removed from his position on the occasion of the Joint Commission III Working Meeting with Attorney General’s Office that was attended by Arteria.
Arteria Dahlan himself apologized to the people of West Java. This is related to the statement in the Commission III Working Meeting with the Attorney General which asked the Kajati who used Sundanese in the meeting to be removed. The apology was conveyed after a clarification with the PDI-P DPP.
Komarudin Watubun himself accepted the apology, officially internal to the party, and advised Arteria not to repeat his action.
