The government through the Ministry of Manpower (Kemnaker) has announced an increase in the Provincial Minimum Wage (UMP) in 2022 by 1.09 percent. This minimum wage increase refers to Law (UU) Number 11 of 2020 concerning Job Creation, which was later revealed through Government Regulation (PP) Number 36 of 2021 regarding Wages.

A number of regions have announced adjustments to the Provincial Minimum Wage (UMP) and the Regency or City Minimum Wage (UMK). There are 5 provinces with the highest recorded UMP. The five provinces are DKI Jakarta, Papua, North Sulawesi, Bangka Belitung and West Papua.

The highest minimum wage is DKI Jakarta with Rp 4,452,724, followed by Papua Province with Rp 3,561,932, North Sulawesi with Rp 3,310,723, Bangka Belitung with Rp 3,264,881 and West Papua with Rp 3,200,000.

The Papua Provincial Government (Pemprov) has set the 2022 Provincial Minimum Wage (UMP) at IDR 3,561,932. Papua Province Regional Secretary Ridwan Ruikutun said the amount of the UMP was determined based on the Papua Province Wage Council meeting. “The UMP for Papua Province 2022 is setat IDR 3,561,932 per month and has increased by 1.29 percent,” Ridwan said in Jayapura, as quoted from Kompas.com late last year.

The provincial minimum wage (UMP) in 2022 in various Indonesian provinces shows an increase as compared to 2021. It is noted that Papua has the highest UMP in the Maluku-Papua region in 2022. In 2021, Papua had a UMP of IDR 3,516,700. This means, there is an increase of around 1.28% or Rp 45,232.

The next highest UMP in the Maluku-Papua region is West Papua, which is Rp. 3,200,000. This number is up about 2.08% as compared to last year. North Maluku’s UMP in 2022 is IDR 2,862,231, an increase of 5.16% as compared to the previous year. Meanwhile, Maluku has the lowest UMP in the Maluku-Papua region of IDR 2,618,312 or a slight increase of 0.51% as compared to 2021.

Meanwhile, the government has set an average increase in the national UMP in 2022 of 1.09% for workers or laborers with tenure of less than one year. This figure is obtained through a new calculation formulation that refers to Government Regulation Number 36 of 2021 concerning Wages.

The average increase in the national UMP is not absolute, but it is the average for all provinces in Indonesia. Thus, there are higher provincial UMPs, but there are also lower ones. The following is the list of UMP in Maluku-Papua in 2022:
