West Papua’s People in Jointly Developing West Papua

Development activities to be undertaken by governments, communities, and other stakeholders in the province of West Papua require efficient, effective, productive and sustainable land support.

In this case, the RPJPD is guided by the structure, pattern and direction of the Spatial Use Policy in the RT/RW of the province, including the stages and development priorities of West Papua as contained in the RPJPD of West Papua province.

This is to ensure that the policy directions and basic goals in the RPJPD of West Papua province are aligned or does not deviate from the policy directions of West Papua’s RT/RW.

West Papua’s vision, mission and long-term policy serve as a reference for the vision, mission, and long-term policy of the region for all districts in West Papua province.

The 2012-2025 RPJPD of West Papua province is established with the intention of providing direction as well as reference to all development components (government, community, and business) in realizing the ideals and goals of the national and Papua Special Autonomy development in accordance with the vision, mission and the direction of mutually agreed development so that all efforts undertaken by development actors are synergistic, coordinative, and complement each other in a single pattern of attitude and action.

BY MAINTAINING A SYSTEMIC APPROACH IN ACHIEVING DEVELOPMENT GOALS AND TARGETS, IT IS RECOGNIZED
THAT DEVELOPMENT PLANS HAVE STRATEGIC VALUES IN THE DEVELOPMENT OF NATIONAL, REGIONAL, AND SECTORIAL PLANNING SYSTEMS. THEREFORE, THE VISION, MISSION, AND POLICY DIRECTION OF DEVELOPMENT
MANDATED IN THE NATIONAL LONG-TERM DEVELOPMENT PLAN (RPJPN) HAS BECOME A REFERENCE IN THE
DRAFTING PROCESS OF THE REGIONAL LONG-TERM DEVELOPMENT PLAN (RPJPD).

Based on Article 2 paragraph (4) of Law Number 25 of 2004, the purpose of preparing the RPJPD is to: a. support coordination among development actors; b. ensure the creation of integration, synchronization, and synergy between regions, between space, between time, and between government functions; c. ensure the linkage and consistency between planning, budgeting, implementation, and supervision; d. maximize community participation; and e. ensure the achievement of efficient, effective, equitable and sustainable use of resources.

The participation of the stakeholders and the community of West Papua province, starting from the process of planning and budgeting, is done through the forum of a Development Planning Deliberation, the process of implementation, and the process of monitoring so that all the people of West Papua will have a sense of belonging to jointly build and realize the vision of the West Papua province.

The Central Government Gives Great Attention to Papua’s Development

The sun rises and shines on Indonesia from the east, so that the Papua region should advance ahead of other
regions. When people in Java and Sumatra are still asleep, Papuans are already awake and doing daily activities. However, the fact is, Papua is still lagging behind other regions. Papua can move forward, but if we want to change, it has to start from ourselves.

The amount of government attention to Papua today is a momentum for Papuans to change and achieve progress. The Central Government is currently paying great attention to development in Papua, including infrastructure development, such as roads, railways, airports and seaports. Some are done, some are in progress, and some are still being planned.
